Background and the objectives of the project

Mother tongue and national language education for transnational migrant children (MICLE Project) aims to research and enhance opportunities for Japan based migrant children to learn their mother tongue and the language of their country of origin. This project has been conceptualized in the backdrop of limited opportunities for migrant children in Japan to learn their language and culture in Japanese schools. This can make it difficult for migrant children to succeed in school or work when they return to their home country. 

The Convention on the Rights of the Child stipulates that all children’s right to receive an education that respects the language and culture of their country of origin and calls on States parties to implement it. As a signatory of the convention, Japan needs to be proactively involved in providing native language learning opportunities for migrant children. This project aims to develop language classes for migrant children as a base for Japanese society to realize genuine “multicultural coexistence and ensure that migrant children have the opportunities they need to succeed in school and in their future careers, both in Japan and in their home countries. The project also seeks to clarify the roles of the migrants’ organizations, local governments, schools, local communities, countries of origin and host countries in ensuring the migrant children’s rights to their own culture and language.
This project is funded by the Toyota Foundation International Grant Program 2022, ” Cultivating Empathy Through Learning from Our Neighbors: Practitioners’ Exchange on Common Issues in Asia”.

「移民子供の母国語と国語教育(MICLEプロジェクト)」は、日本に居住する移民の子供たちが母国語と出身国の言語を学ぶ機会を研究し、向上させることを目的としています。このプロジェクトは、日本の学校で移民の子供たちが自国の言語と文化を学ぶ機会が限られている背景を踏まえて構想されました。これにより、移民の子供たちが母国に戻った際に学校や仕事で成功することが難しくなります。

子どもの権利に関する条約は、すべての子供が出身国の言語と文化を尊重した教育を受ける権利を定め、加盟国にその実施を求めています。日本はこの条約の署名国であり、移民の子供たちに母国語学習の機会を積極的に提供する必要があります。このプロジェクトは、移民の子供たちが学校や将来のキャリアで成功するために必要な機会を確保し、日本および出身国での「真の多文化共存」を実現する基盤となる言語クラスを開発することを目指しています。また、移民の団体、地方自治体、学校、地域社会、出身国、受け入れ国が移民の子供たちの文化と言語に対する権利を保障するための役割を明確にすることを目指しています。

このプロジェクトは、トヨタ財団国際助成プログラム2022年「アジアにおける共通の課題についての実践者交流を通じた共感の育成:隣人からの学び」の助成を受けています。

In Japan: How can we involve the local governments and people of host countries in organizing supplementary classes for migrant children to learn their mother tongues or the national languages of their mother countries? How can we utilize such supplementary classes as a base to practice genuine "multicultural coexistence" in Japan?

In Nepal: How can we support the governments and people of Nepal to produce Nepali textbooks for the children of Nepali migrants specifically?
